Какая здесь очередь если - "Вывод в системе полностью автоматический, по истечению срока вклада " получается у вклада есть срок а не выплаты в порядке очереди правильно ?

Да, вы правы. Проект думаю не живая очередь, а работает по принципу очереди, как написано на сайте.
